How to Specify a Centrifugal Pump for Public Tenders and Petrobras Processes

Duty point, applicable standards and acceptance documentation: how to organize the technical specification and tell product quality evidence apart from supplier qualification.

1. Petrobras registration: scope and validity

Petrobras’s supplier channel describes the CRC registration certificate, which can be full or partial according to approved criteria for the relevant family. Check the actual document, families, criteria and validity.

Petrobras registration and qualification in another procurement serve different purposes. The contracting body must assess requirements against object, legal regime and stage. Registration does not automatically prove every technical capability or make every requirement non-discriminatory.

FB Bombas presents Petrobras registration among its commercial credentials. Request the current certificate and check its scope for the intended supply. Do not infer current validity, families or contract history from an institutional mention alone.

2. API 610 vs ASME B73.1 — when to use each

API 610 concerns centrifugal pumps for petroleum, petrochemical and natural-gas industries. Identify edition and configuration requirements. Detail tests, materials, bearings and documents in the order; do not assume every category requires the same test package.

ASME B73.1 covers horizontal end-suction chemical-process pumps. Do not confuse its classification with API configuration codes. The FBCN manual declares mechanical construction to B73.1; verify dimensional interchangeability from drawings.

Select standards from duty requirements rather than an automatic industry-sector table. Pressure, temperature, liquids, materials, sealing and acceptance must be compatible. For FBCN, manual MTEC-03/00 (p. 1) states that the external dimensions generally follow ISO 2858 and that the pump mechanically follows ASME B73.1; neither reference replaces checking the proposed configuration’s dimensions on the drawing.

3. Testing, acceptance criteria and balancing

Specify standard, acceptance class or grade, test points, instruments, uncertainty and reference conditions. Laboratory accreditation and performance reports are distinct evidence. Do not assign FB’s test bench accreditation or fixed ±3% or ±0.5 m tolerances without scope documentation.

FB Bombas has its own test bench. Define tests, delivered reports and any buyer witnessing in the proposal. Laboratory, witnessing and evidence requirements need justification within the procurement process; they are not automatically appropriate for every tender.

ISO 21940-11 addresses balancing procedures and unbalance tolerances for rigid-behaviour rotors. The report should identify the rotor and acceptance criterion. Balance grade G2.5 must not be presented as a guarantee that installed pump vibration remains below 2.5 mm/s; assembly vibration requires its own assessment.

4. Documents to define in the supply scope

List documents needed for the scope: datasheet, configuration curve and drawing, identified materials, specified test reports, operation and parts information. Define content, responsibility, delivery and acceptance for each. Tailor the list to the contract without universal test pressure, duration or two-year spares requirements.

When witnessed inspection, nondestructive testing or material certificates are required, identify component, method, standard, extent and responsibility. Do not treat PT, RT or FAT as one mandatory package for refining, water and fire service. Evidence must match configuration and contract.

5. Product quality evidence and technical qualification

In the specification, keep the evidence required for the delivered equipment — performance curve, dimensional drawing, identified materials and reports of the specified tests — separate from the supplier’s qualification documents. The first describes the pump offered; the second, the capability of the supplier. Place each requirement under the tender item it belongs to.

Its Prova de qualidade page discusses Article 42 of Law 14.133/2021: the quality of a product offered as similar to a brand indicated in the tender may be proven by showing that the product meets the technical standards set by the competent official bodies, by ABNT or by another Inmetro-accredited entity; by a statement of satisfactory performance issued by another public body or entity of equivalent or higher federative level that purchased the product; or by a certification, certificate, laboratory report or similar document that allows the quality and conformity of the product or of its manufacturing process to be assessed, issued by a competent official institution or an accredited entity.

Paragraph 1 allows the tender to require, as a condition for accepting the proposal, product quality certification by a Conmetro-accredited institution.

In its Habilitação Técnica guidance, whose list of documents is set by Article 67, TCU records Ruling 1065/2024-Plenary: requiring, as a qualification condition, quality certificates for the tendered products issued by accredited certification bodies breaches Law 14.133/2021. Review the object, purpose, stage and legal regime with the purchaser’s legal team.

Warning

6. Other anti-patterns to avoid in the tender

Article 41 of Law 14.133/2021 provides exceptional, justified cases for indicating a brand or model. Commercial preference is not a technical requirement. References, equivalence and participation conditions must follow the applicable regime; state-owned company contracts may follow separate legislation under Article 1, paragraph 1.

If a tender requires conformity statements or certificates, identify standard, edition, scope, issuer and accepted evidence. ASME B73.1 and ISO 2858 are distinct standards with their own scopes. The FBCN manual states that the external dimensions generally follow ISO 2858 and that the pump mechanically follows ASME B73.1; compare drawings for dimensions and interfaces.

Describe the test method, sample, location, responsible party and pass criteria. Avoid generic requests that leave acceptance to a later subjective decision. 7. Technical wording template for the tender

Adaptable technical scope: supply a pump for the specified fluid and duty point; state applicable standard and edition, materials, sealing and operating limits; provide dimensional drawing and performance curve; carry out agreed tests against documented acceptance criteria; deliver reports listed in the order. The legal team should separately define qualification requirements and the tender’s legal framework.
